Can you ride the boats (eg. Disney Springs to Port Orleans) if you're not a resort guest?

Thinking this might be a bit of fun to see the resorts from the water. Do you need to be a Disney resort hotel guest to ride these boats?
 
As others have said, anyone can use the transportation system. The boat ride from Disney Springs to Port Orleans Riverside is quite relaxing. When we have stayed at POR, that boat ride was always one of the very first things we looked forward to. On our arrival day, we generally would get to the resort right around 1:00 in the afternoon, head to the food court for our first Disney meal, the make your own pasta station, and then take the boat to Disney Springs for the afternoon, and supper.

Can one use the Disney Bus service to go to the Disney Hotels ?

Can one use the Disney Bus service to go to the Disney Hotels ?
Yes, you can use the Disney Resort buses at Disney Springs to get to any Disney resort, but not to get to Parks. From Disney Springs, take a bus to a monorail resort ( Grand Floridian, Polynesian, or Contemporary), then you can get on the monorail at these resorts. The resort monorail stops at all three resorts, or you can exit the monorail at the Ticket and Transportation Center then transfer to the Epcot monorail.
