Can you return without a charge?

I am going to WDW in August. I haven't been since about 1977. I am really looking forward to it. Anyway, we are buying the basic tickets (no hopper). Can I leave in the afternoon and come back in the evening? Do they give you a wrist bracelet or anything? Will I have to pay for parking again? We are renting a car.

Yes, with base tickets you can return to the SAME park for that day. Base tickets just means one park per day-no hopping from park to park.

Yes, with a base ticket you can leave and return to the same park on the same day. If you move your car from the parking lot, save the receipt and show it to the booth when you return. You don't have to pay for parking again if you save your receipt. If you are staying in a Disney hotel you get a parking pass for your car to park for free.
You dont' get a bracelet, but you have to use the same ticket you used in the AM to get back into the park using a finger scan.

You can go back as long as it is to the same park since you don't have a park hopper. You would just swipe your KTTW card or ticket again when you come back.

If you are driving your car and staying off property you will pay for parking at the park you enter in the morning. That parking pass will be good all day at any of the parks. If you enter (let's just say) the MK in the morning and decide to leave and take a break off property (or at DTD) you can re-enter the MK later that day. You will not be able to go to one park in the morning and then go to another park in the afternoon without the park hopping option. They only give wrist bands for hard ticket events or PM EMH.
