Can you purchase a new Sorcerer’s AP on website or app?

Is it possible to purchase a new Sorcerer’s AP on the website or MDE (if you’re not upgrading an existing ticket), or do you have to do it by phone? I can’t seem to access the page through the DVC website, and hoping I don’t have to call and wait on hold for hours.
 
Go to your MyDisneyExperience account and open Annual Passes under Parks and Tickets
 

I’m getting Stitch with the “someone ate the page error,” so I guess the site is down.
Do you have a current reservation? If so, I think it's just the count down page that's buggered. I get Stitch as well, but if I click on My DVC, and My Dashboard, it moves past the error page.
