Can you only fish on Bay Lake if you are on a paid tour?

We were considering paying for one of the guided fishing tours on Bay Lake, but have just heard about this "Family Boat Rental Plan" available at the water front resorts with marinas. This family plan sounds righ up our alley as we love the mouseboats and would enjoy the pontoon or canopy boats as well.

Wondering if any one knows if guests are allowed to rent one of the pontoon or canopy boats and head off on their own fishing trip on Bay Lake? (bring our own gear and bait) They may not what guests nosing around and throwing out lines on their own all over the lake. (assuming they would point out the "ferry trafic areas that one must avoid.)

Any one have any info?

The information I got from Disney is the only fishing you can do on your own is in the canals at Fort Wilderness from the bank.
