Can you make dinner/lunch ADR’s or visit the gift shops at Vero Beach resort...

if you aren’t staying there? Will be in town & would love to catch a character meal or visit the gift shop. Do you need to be staying there to do those?

Unless they work differently from all the Disney resorts, I can’t imagine they would require you to be staying at the resort to make a dining reservation there. I’m pretty sure I can make a dining reservation for whenever is available without having to have an existing resort stay. I hope this helps.
 
You can make a dining reservation at the Wind and Wave restaurant on Opentable or calling the front desk or Member services. I would suggest calling the front desk or Member Services for a Character meal reservation, as per the faq on the DVC site.
 
You could certainly do this. The cast mamber at the entrance booth will most likely direct you to the parking lot across A1A from the resort, near the tennis courts. A short walk through the tunnel under the street will bring you back to the resort entrance. Character meals are rather limited. The last time we were there, in January of this year, there was a character breakfast on Saturday morning. There used to be a “Pirate Dinner” on Thursday evening (I believe), but that was before the closing of Sonya’s and remodeling of Shutters to become Wind & Waves, so I don’t know if they still offer that. Call them at 722-234-2000.
 

We have enjoyed breakfast with characters there. I think it is only on Saturdays, sadly, not on our schedule this coming year.
