not usually, but if too many, um, pooh size people are on one side of the boat, it sits a bit differently in the water, and it is possible to get soaked. Only happened once, but had to buy a new outfit because it was chilly that day.

unless the pole and tire under the boat keeping it in the track break off...it's not possible to capsize.

Yes it's possible for that to happen but like Robo said not likely.
The gag is written to fake out the spray of water and skippers are apparently being told to stick to the script so it's unlikely a skipper would speed up the boat to intentionally soak the boat.
So yes it can happen but the skipper has to try to do to make it happen.
