It's not a card anymore and yes the rules have changed quite a bit since the GAC cards. The DAS is for needs that are not related to mobility, so you wouldn't need to get it. Just about all of the lines at WDW are wheelchair accessible now and they will recommend a wheelchair if you need something more than a walker.

If all your needs are is mobility then you will need no DAS most lines will accommodate mobility device and ones that do not the CM will help you out ( since they can see the mobility device nothing is needed to show them )
PPs are correct, that if your needs are (or can be) met by a mobility device, WDW is unlikely to issue a DAS. For reference, here is the DAS thread, only the 1st post is relevant now and it is kept up-to-date.
