Can you change your date after you've made the deposit?

My Mom asked me this and I didn't know and can't find the answer. If you send in the deposit, are you allowed to change your date without penalty?

Once as long as it's within a year. It's the safety for weather, family emergencies, military, etc. After that you do loose the deposit.
