Can vouchers be exchanged at Downtown Disney?

We are passholders and my in-laws bought the Florida 3 day tickets online to join us for the weekend.
My MIL got a voucher type printout and needs to pick up her tickets at Guest Services.
Can she pick these up at Downtown Disney anywhere or does it have to be at a park ticket window?

There are 2 Guest Relations locations at DTD--either can take care of you.

One of the two locations at Disney Springs (DTD) is next to the Marketplace Co-Op (former Team Mickey) Store, the other is at Disney Quest (outside next to ticket windows) on the West Side.
