If you do a search on Citypass you'll probably find many posts on this.
Bottom line is yes. You will be credited the discount amount and then the charged the full price amount, so while you can upgrade, it is no deal to do so. I found it not worthwhile to get the citypass because I wanted 5 days at DL.
