Can someone help me -- FP+ and off-site

I have planned a last minute (for me anyway :)) visit for DW. We leave in 29 days and we are staying off-site. My 5 day tickets should be here tomorrow from Undercover Tourist.

Where do I go to make FP+ reservations? I have not been to Disney since the new FP+ system was installed (used paper tickets when I went). Do I go in My Disney Experience even though I am off-site? Do I just need the numbers on the backs of the tickets?

Is an off-site guest able to make ADR's for lunch, dinner, and character meals or that only for on-site guests now?

Thanks so much! I'm feeling a little hurried planning this trip with only a months time :-).
 
Both on-site and off-site guests will use the MyDisneyExperience (MDX) website or mobile apps.

Anyone can make dining reservations up to 180 days prior to the date they wish to dine. If you are staying at a Disney Resort, you can start making dining reservations at 180 days from check-in, and you make may them for up to 10 days once that window opens.
 
Because you are buying your tickets from UT, Disney has no way of kowing that you have them. So when you to to MDE, you will need to "link" your tickets to your account. You do this by entering in the number on the back of each ticket and associating that ticket to a member of your party. Without doing that, MDE is useless to you and you will not be able to pre-book.

Thank you! I just created an account and I saw where I need to link the tickets when I get them. I will do that when they arrive.

I managed to make a lunch reservation at Le Cellier -- didn't think that was possible. We wanted to try it our last trip, but couldn't get in.

Since Le Cellier became a Signature (two credits on the Dining Plan) dining experience at lunch, ADRs have become much easier to obtain.
