Can my four year old be a passenger in the small boats with me?

They can be a passenger in the sea raycer. The age limits are for driving the boat.

Yes, s/he can. When my dd was little, dh would take her out for a few minute ride. I'd wait at the dock, he'd come and she'd get out with me. He'd finish his ride. 30 minutes would have been to long for her.

One of my early WDW memories is of riding in the little boats with my Dad when I was five. I was used to boating from going out in our own boat, but I just loved the WDW boats, and still do. The boats have changed somewhat, but they are pretty small and I think your child would be able to see out pretty easily.
