The ship schedules have "F" for Family and "A" for adult activities, but the Behind the Scenes tours have "D" by them. Can kids come along with parents on the tours?

Jan, my guess is you've only been on the 3-night or 4-night cruises. There is a considerable amount of additional programming offered on the 7-day cruises.
No, Dave, we did a 4 night MAGIC in 1999 and the 7 night Caribbean in 2000 (see signature list). I know there were some programs, but people have said that they used to do more behind the scenes activities before Sept 11, 2001. This thread made me wonder if they were putting some of those back or adding more and if there was a special listing and sign up that you had to know about other than the Navigators.
On this navigator from August, it shows a Behind the Scenes tour at 1:00. Now that I see the notes at the bottom it does say adult enrichment. Too bad. It would have been very educational for my kids.

(PS: It is only on the 7 day cruise that they offer these programs. I have been on a 3 and a 4 day, so this will be my first chance to do these tours).
Actually, a lot of people brought children to these events and there didn't seem to be any enforcement (even with a cruing baby at the captain's talk). Check it out when you sail...things like that can change so if you see other kids, bring yours too!Personally, I think they should either enforce the age limit or else officially open the events up to families. I've noticed that the kids tend to have better questions that the adults.
