Can I Visa Gift Card buy a Disney Gift Card?

Can I walk into Target and use my $150 Visa Gift Card to buy a $150 Disney Gift Card? If not Target, can I use this online on Disney's site?

My husband did just this at Target yesterday.

You can do it online but you'll have to register the visa card so it has an address associated with it to make an online order.
