Can I get the free dining offer if I'm staying on DVC points?
And do I have to buy my park tickets there to get it, or can I purchase tickets here in Canada (to get the PAR pricing) and still get free dinning?

No. You have to purchase a magic your way package which includes the hotel, at least a one day ticket for everyone in your party.

Staying at DVC on points you don't qualify for the "free dining" promotion.

However, you can still book (and pay for) the dining plan.

If you are going during the "free dining" period and are planning on any table service meals, please make sure you make your ADR's. Same day (or next day) dining reservations during that period are very, very, very, very, very, (did I say VERY?) hard to come by.

We as DVCers don't get those sorts of promotions to lure guests to DisneyWorld.. LOL our incentives to go is the amount of money we paid and losing points if we don't go

If you go however and pay cash for a DVC hotel like you do regular rooms you can get free dining... if you rent points from someone you still cannot get free dining... part of the deal of free dining is paying for a room and tickets
