We're staying in Radission blu hotel, just find out the half board meal plan? does anyone know can I buy HB on the website? is the DLP website or others?

Can I book half board meal plan but not stay in DL hotel?

Unfortunately you won't be able to purchase a meal plan, they're only available when staying at a Disney hotel. However if it's any consolation IMO they're too restrictive and don't really save you any money.
