As far as I know when you book for a conference you get a special room rate and so if you calculate what the standard room cost is and then what FD saves you, you would have to rebook under regular rates to get the FD. It would depend on the savings, but I think at that time of year the standard room rate would be pretty high. You can always check it out with WDW.
To get free dining, you have to book a package that includes a rack rate (=full price) room, minimum 2 days of regular price park tickets and the dining plan.
A conference, with conference room rates, would not qualify.
