Can I add a person to free dining at the last minute?

Hi,

I am booked for a quick trip in September to take advantage of the free dining. A friend of mine may be able to join me, but she won't know until about a week before the trip. Can she join me and take advantage of the free dining? Or is it something that they need to know ahead of time?

From the Dining Plan FAQ:

How far in advance can I add the dining plan before my arrival?
The Dining Plan can be added to qualifying packages until shortly before your arrival date. The number of days varies depending on circumstances, so the recommendation is to be sure that you've made final arrangements at least five days prior.

The same applies to making any changes. You have to actually change your reservation at least several days prior to check-in. Sounds like you should be able to do so, assuming your friends makes up her mind in time.

IDK if my situation is different, but when I called WDW dining last month, and removed DD15 from my ressies (just her pkg, not my ADR, JIC we change our minds) The CM told me that I could add her back on up to the day before I arrive, if I do change my mind.

As long as you can get someone on the telephone who knows how to make the change, you should be able to do so, but it's a big risk, especially with DVC reservations, given that Member Services is closed over the weekend, so that's why the recommendation is to never leave it to the last day -- so the recommendation works for everyone regardless of their circumstances.
