Can I activate my tickets at a water park?

My family will be going to WDW in September. We purchased five day park hoppers with the water park fun and more option. We will be using the plastic card tickets, rather than magic bands. It looks like our first stop is going to be Typhoon Lagoon. Can we activate our tickets there, or do we have to do it at one of the main theme parks?

Yes.
However, you don't need to "activate" tickets.
You can simply start using them.

If you mean can you pick up your tickets (if you don't have them shipped to you) at the Water Park, the answer is also yes.
