I am going to OKW in October & staying in a 2BR. My parents are coming along & staying in a studio (I booked the room for them & used my points). Does anyone know if I can I get them the DDP if they aren't planning to go to the parks?

As long as they are not planning to eat at any of the park restaurants the DDP will work for them. There are plenty of places to eat outside the parks so everything should work out okay.
If your parents are staying in a separate room (studio) they don't have to get the DP but they certainly can if they like. Disney's policy is that everyone in the same room must be on the DP.

Actually, it's everyone on the same reservation must have the DDP. You can't pick and choose. You'd have to make a separate reservation for the second room/villa to avoid having the DDP for that room/villa.

But since they are separate rooms they ARE separate reservations...they have different reservation confirmation numbers. Unless the OP booked a two bedroom lock-off and her parents are staying in the studio portion.
