Can an unvaxxed 12-17 fly home to Canada

Can anyone clarify the requirements for 12-17 unvaxxed kids coming home from Orlando? Currently, I understand that unvaxxed 12 and up cannot board a plane in Canada whether it's for a national or international destination. But can the same person fly home on a Canadian airline straight to a Canadian city? Meaning, can an unvaxxed teen 12-17 fly from Detroit to Orlando and then Orlando straight back to any Canadian city? I know the Charter cannot deny entry to Canada, but do they circumvent that by telling airlines to deny boarding?
Any help would be appreciated, especially links to Canadian sites. I can't seem to find anything.

I believe on all Canadian airlines they require vaccination. I don’t think an airline would allow boarding.

They can always cross a land border.

I did a mock ticket on AC and somehow, where it asks you to check your ability to return, it just tells you the passenger must isolate.

Ya, I think the only thing required is that they do the testing, since they are unvaccinated and if the test negative they can come home but have to quarantine for 14 days.

Unvaccinated and partially vaccinated youth 12 to 17 years of age are subject to the 14-day quarantine, and all testing requirements for pre-entry, arrival and Day-8 tests, whether or not they are accompanied by travellers who qualify as a fully vaccinated traveller.
