Can an offsite guest make an ADR during Early Morning Magic?

I would like to make an early ADR for breakfast at Be Our Guest but I am worried I can't get into the park if I am staying offsite. If I am taking an Uber or taxi, and they drop me off at the Ticket & Transportation Center, will they let me get to the park early to make the ADR in time?

If it's a normal park day (no extra morning magic hour), you can get in early with a pre-park opening ADR. So if the park opens at 9:00 AM, you can get in early if you have an ADR prior to opening.

If it's a day with extra morning magic hour, you probably need to be an on-site quest to get in before normal opening time?
