Can an 9 year old female dog still be fixed?

She can be fixed. Older dogs, especially certain breeds, are prone to uterine infections that often result in spaying anyway.

My parents are dog breeders and they get their girls "fixed" at an older age.

As long as she is good health, it should be fine. Our vet does blood work first to make sure the liver is functioning properly and can handle anesthesia.

Someone I know just had to have their 11 yr old dog fixed due to a uterine infection. It is more dangerous as dogs age but her dog came out just fine.

Sure. We had our late lamented Timoune fixed when she was . . . well, nobody knows, because the pound picked her up off the street, but she had to have been at least 9 or so. She did fine.

I've fostered many older dogs, including retired racing greyhounds, and have had ones as old as 12 spayed. As others have said, as long as your vet OK's the dog's overall health through an exam and bloodwork, the procedure should be safe to perform. Her recovery time may be a little longer than a pup, though, and the vet may just tell you to be extra observant.
