Can a US citizen buy passes &/or hotels through Disney's foreign websites?

I haven’t had any issues ordering or using tickets from Attraction Tickets. I think it was there UK site.

I can say the WDW ones are working well, we didn't need the uni part so didn't do the combo ones.
