Can a relative who lives in NC book "Magic is Here" rate for me?

It seems as if Disney wants to verify that the billing address of the purchaser is in one of the states with the discount. Anybody know if a person who doesn't live in one of these states can have a friend or relative who does live in one of the discount states book the room for them?
Initially, the charge is for the first night. When does the remaining balance get charged? Before arrival? Upon checkout?

The Disney website indicates they verify your residence based on credit card billing address. HOWEVER, when you check-in they might ask to see your ID/Driver's license which clearly would be from somewhere else, since there is clearly an opportunity to 'game' the reservation discount if you don't actually live in one of the listed states. I think you take a chance having a relative book the reservation if they are not traveling with you and could cause problems when you arrive.

Only if that relative will also be checking in and can prove that they are authorized to receive that discount. in other words, if you book a NC special rate, upon check in somebody needs to prove they are a resident of NC.

the remainder of the stay typically has a charge hold placed upon the method of payment at check in. There may or may not be extra on top of the hotel base rate to cover charges made to the room. They may run the card for an actual charge at check out, or every other day, or once some threshold is reached on the balance( say every time it reaches $750 or some other arbitrary number)
