Yes. My 10 yr old only ate off the kids menu on our last trip (Thanksgiving). When my DD17 and DS15 were younger, they also ordered off the kids menu - probably until they were 12 or 13.

Typically, everyone can order off the children's menu. Adults may or may not get the drink and/or dessert that's included for children.
The dining plan is largely irrelevant to the question. Again, anyone can order from the children's menu. If you're redeeming an adult meal credit, they'll likely offer to make an adult-sized portion of the child's entree. Or, it may make more sense to pay out of pocket and save that adult credit for later.
Some folks have reported problems in Mexico and Italy at Epcot, and the non-Disney owned places at Animal Kingdom.
