California laws relating to insurance use, regional center, and ABA?

I'm having the toughest time figuring it all out. Is anyone's child currently receiving ABA autism therapy in California through private insurance?
 
This is what I've been able to learn so far. In 2012 a law was passed requiring health insurers to cover ABA therapy for autism. A current law states that even if you have Medi-Cal (CA state Medicaid) the private insurer must he billed first. In 2013 Medi-Cal decided not to cover ABA. So I would assume that they won't pick up the copays for a service that they don't cover. I will ask anyway. In 2013 some budget/act/law something or other passed stating that the regional center could no longer pick up the insurance co-pays for ABA. Until then they were helping people with their copays.
