This is what I've been able to learn so far. In 2012 a law was passed requiring health insurers to cover ABA therapy for autism. A current law states that even if you have Medi-Cal (CA state Medicaid) the private insurer must he billed first. In 2013 Medi-Cal decided not to cover ABA. So I would assume that they won't pick up the copays for a service that they don't cover. I will ask anyway. In 2013 some budget/act/law something or other passed stating that the regional center could no longer pick up the insurance co-pays for ABA. Until then they were helping people with their copays.
