Can you have a drink at the bar or use the viewing platform if you don't have dinner reservations??? My Mom has never been there and I was wondering if she would be able to see the fireworks display without eating there??

I would say YES...

DS and I ate there on May 10th...and they seemed very inviting with their observation deck.... I've read where others posted that this may eventually become a problem...but I suppose it has not as of yet....

That being said... I would guess you could order menu items at the bar... their sushi is delicious and there are SEVERAL appetizers that I MUST go back to try....

If you tell the cast member at the podium that you want to go up to see the fireworks, you'll probably be denied. If you tell them you want to go to the bar, they may or may not allow you up there if there's already a large crowd waiting to be seated for their ADRs.

I can only say that you can try that, but you may get turned away.

We ate at the bar on May 29 and were able to see the fireworks. One of the bartenders also told us if we wanted to come back again, we could always just order a drink in the bar. He also said you could eat there earlier in the day, save your receipt, and come back the same day.

We've seen folks turned away several times. The bar isn't large and as fireworks time nears, it's completely full. As Briar Rosie says, if you do not have a reservation, the podium on the 2nd floor may not let you up. Those procedures were put in place several years ago to prevent people from just going up to see the fireworks and who had no intention of eating or ordering anything.
All you can do is show up and see if they let you up.

Actually tho you are right--if ALL the OP wants to do is see fireworks, no real need to find a way to get in the CG.
