Buying AP for family friend

My daughter, 15, wants to gift her best friend, also 15, an annual pass. We are all FL residents. The friend’s parents aren’t really all about Disney and we would go without them. Would they need to be there to pick up the annual pass or is this something my daughters friend can do herself if we took her? The friend has a learners permit for proof of residency. I’ve seen grandparents gift this to grandkids but can’t find if we could do this for a family friend if not related.
