Buying a Supergrover pass for a resident of a "not available state"?

A relative who is a resident of NJ wants to buy Supergrover passes for family members who live in NC. NC is on the list of states that is "not valid for purchase". Will NC relatives be able to use these passes or not?
 
They usually will ask for ID. Even if purchased online when the voucher is turned in to get the pass they will ask for ID for proof.
 
There is an option to have the passes shipped. I don't see why the NJ relative can't have the passes shipped to them in NJ, and they send them to their relatives in NC.

As a NC resident who moved from PA 6 years ago and goes to Sesame Place every year when I visit my family, I am extremely disappointed that they are excluding only residents of NC, SC, VA, GA and FL from buying Super Grover passes. We love our SG passes, and trying to force us to buy passes through Busch Gardens after all this time is frustrating.
