Bush-League Design, or Poor Coding?

Why is it that whenever loading a new page on desktop/laptop version of the DIS, 2-5 seconds later, the links will jump to a new location on the screen? This most often causes unintended mouse click locations. I, personally, find this very frustrating. I do know that this stems from the loading of remote content (advertisements, etc.) What I cannot understand are the reasons behind this phenomenon. I guess what I'm really asking is: A) Is this a Bush-League attempt to generate ad-clicks? Or, 2) Sub-par http coding? With modern websites and download speeds, this just isn't a thing anymore. Before I wrote this, I opened the other 21 bookmarks I have. All of them were sub-1 second. OK, that's all. Rant over. Carry on as you were.
