Budget/Fastbreak at MCO

It looks as though we will be renting a car thru Budget for our vacation. I signed up for their FastBreak program, but the thought just occured to me that maybe MCO isn't a FastBreak location. Does anyone know if it is available at MCO? And not to sound stupid, but how does it work exactly? Thanks for any info!
