Budget Coupon Question - is the $30 off applied at the counter?

I am pricing Budget for my next trip and it does not take the $30 off coupon when it quotes me a rate. I am used to National where the rate I see is the rate I am getting.

Does Budget take the $30 off at the counter or how do they work it. I actually did two reservations (one with coupon and one without) and the quotes come out the same......

My quote for 9 days in March is $221.xx and with $30 off it would come down to a respectable $191.xx.

Found the answer when digging around on the budget.com site.
When I enter a coupon code, why doesn't budget.com reflect my discount in the final price?

Coupon codes are always four letters followed by three numbers – for example, LLLL###. A Budget Customer Discount (BCD) Coupon is always one letter followed by six numbers – for example, L######.
