A better comparison would be if Congress set the policy that the president and fellow congressmen should have sex with their interns. However, that is not a policy that was set by Congress, so your comparison doesn't make sense.
Endorsing blanket training is a policy set by the board of directors for the Institute.
The board did not find any criminal activity. Not that it says no criminal activity was found at this time to report to the authorities. However, the board certainly did find that he was inappropriate with the women.

These are the policies of the institute, set by the board of directors. That means that the board of directors approved the policies, which includes Gil Bates.
