This travel advisory is merely a RECOMMENDATION at this point in the state of CA. There is no law. The language is "theme parks SHOULD limit their visitors to CA residents." They can choose not to abide by that.
In addition, the travel advisory is likely to be lifted by April 1, so this is probably a moot point anyway.
Just sharing as a CA resident who can travel anywhere I want, freely, even though this "advisory" recommends otherwise.
