I have been told that the free dining bounceback for 2016 will be valid until Oct 31st. The 2016 room only discount for 2016 should be available by then, too.
The offers are the same for all resort guests regardless of where they are staying. You don't have to book the BB for the same resort as you are currently staying at, either. You are free to book any resort that is available.

I know that POR was included because I booked a BB at POR. I'm not sure about the others.
You can adjust your bounce back to change dates, resorts, room types, guests, etc, as long as there is availability and you stay within the original bounce back dates. You won't loose the discount which is why bounce backs are so advantageous to book. There is no better discount that Disney offers than a bounce back, in my opinion.
It is like any discount that Disney offers, it has limited availability. Some resorts and room types will book up faster than others. Last fall I couldn't get a bounce back for my dates at the Beach Club. All they had left was club level, so I had to take Yacht Club. And that was when the bounce back offer had only been out for a week or so. But when I made our bounce back reservation for 2016 they told me that there was lots of availability. And only current resort guests can book bounce backs. So it isn't like a general public offer which books up right away.
You will be able to book your bounce back for any resort that has availability for your dates.
