If a contract (Oct UY) has no points available in 2020 UY (assuming borrowed), can the 2021 points be borrowed into 2020 UY like for June 2021 use? Hope this makes sense and thanks

Yes, you can borrow Oct 2021 UY points for a June 2021 trip.

Absolutely, yes.

But the rules are now changed on borrowing. You are limited to borrow only 50% of your points. They could extend that for a few years or keep it only for a year or two.
