The truth is nobody really knows and we won't know until they post a fireworks time for August 10 on the calendar.
Disney confirmed two weeks ago that, Happily Ever After will be performed "during park hours" prior to the start of Boo Bash. *Everyone* gets to watch the fireworks. They also coinfirm there will be no special Halloween fireworks for Boo Bash (or for the 4th of July). HEA is referenced because Disney Enchantment had not be announced yet for October.
We just don't know show times yet. It may be safe to assumed the HEA will start at park close (9pm) in August and guests will be allowed to watch before exiting since BB doesn't start until 9:30. Having the nighttime speculator at/after closing time is not unusual, Epcot, DCA, and other parks have done it plenty of times.
