NO WDW guarantees anything for a birthday celebration unless you order a cake for a fee in advance.
What exactly were you looking for?
We've found service to be rushed or generally lackluster at all three of them. None of them are particularly known for being warm and fuzzy in terms of service. IN other words, even if you order a cake in advance, dont' expect the entire waitstaff to stop and sing. It's more than likely not going to happen.
