Birthday call from Goofy (does it have to be the exact day of your birthday)?

My daughter will be turning 6 just before we head to Disneyland. Even though we won't be there on her actual birthday, can we still get her a birthday pin and a phone call from Goofy? Is the phone call from Goofy just a pre-recorded message (where we just pick up a phone and she'll hear him talking)?

It doesn't have to be her actual birthday, and yes, it's just a pre-recorded birthday greeting from Goofy. You pick up the phone at City Hall and you hear it.
