We are going to WDW in February 2009 with our 3 year old daughter for one week. We are planning on getting a 3 day park hopper with Magic option (perhaps Waterpark) and one day at SeaWorld.

Do you think this is the best ticket?

Depends. Is this your 1st visit?

We've been there in February in 2007 and the weather wasn't really warm enough to go to the waterparks (IMO). The mornings were very cool and the temp never got above 20Celcius. They say the water is heated, but the air temp would make it cool nonetheless.

Seaworld was great when we went in May this year. It was our 1st visit and the animal shows were very good. The atmosphere is much more low-key than Disney, so don't expect the same kind of experience. There are only 3 rides that I can recall, and none I can recall were suitable for a 3 year old. But go for the shows and you won't be disappointed.

If I were going back again in February, I would buy a 6-7 day ticket without Waterpark option. I would also forget about the Hopper as I can easily spend 1 day in each park and not get bored. However, with only a 3 day ticket, which park do you plan to spend 1/2 day in to allow you to get to another park? You'll only likely use the Hopper for 1 day - a waste of $$ to me. Spend the additional for 4-5 day ticket and relax while you're in the parks and not have to worry about leaving to get somewhere else.
 
I agree about skipping the water parks in February, especially since your DD is so young. She'll enjoy the pool just as much if you're lucky enough for it to be warm enough (they usually heat them anyhow). I would let her enjoy the parks more. As for not getting a park hopper, I would check the park schedules first. Some parks, like AK, close at around 5 pm in the winter months, and if you have a hopper, you could still go back to another park in the evening to enjoy the fireworks or extra magic hours if your DD has a nap and is up for it. I especially like the hoppers in case there's something you miss doing at a park because little ones have a meltdown, get tired, or someone doesn't feel up to it, you can always go back the next day and just do that one thing and then move on to another park.
To sum up, skip the water parks in Feb. and go for the park hopper.

You can always upgrade, add days and features to your pass. You may want to start with the base pass and add the park hopper or water parks if needed.
Extra days are generally the cheapest addition after a certain number.
I agree with the previous poster that the hotel pool is probably adequate.
Given the age, I would plan on a couple of hours in the park; break for a couple of hours, possibly at the pool and then back to the park for another couple of hours.
Breaks are critical. Otherwise you end up with a cranky overwhelmed child which results in cranky overwhelmed parents.

Once you've bought a three day adult ticket, the cost to add incremental days drops considerably. From a three day adult base ticket, here's the cost to add to your ticket:
