This might sound crazy, but follow the Transportation Board. I've had the best info from reading about bargains others have found. Rates are high for March now, but several months ago someone posted a rate of $61 a week with Hertz for a small car. We now have a reservation for 12 days $121.00. Just check back often. Also, book on the half hour rather than hour. Don't know why but it helps.

Look for codes (google "car rental codes"). Mousesavers.com usually has some.
Keep checking the rental car site (with codes and without) up until you pick up the car.

Also- do not book a pre-paid reservation even though it may save you a couple of dollars at the time. Regular reservations (no pre-payment or credit card needed) can be canceled as often as you like when better rates become available. I find the best rates are usually available about a month or so out from your travel dates.
