Best Water Park for 4 and 7?

I know this question must have been asked before, but the search option is down. I've never been to any of the water parks since I usually go to WDW in the winter and my blood is too thin to go then! We are thinking about a spring trip and would like to hit one of the water parks, but I'm not sure which one would be best with young children aged 4 and 7. Also, are they worth the cost? We would spend the whole day there.

My kids are older and we haven't been to Typhoon Lagoon, so I don't know how much help this will be but here goes:

We loved Blizzard Beach and I think that the theming would be enjoyed even by the youngest Disney guest. They have a zero-entry pool called Melt-Away Bay. Nice sandy beaches and alternating periods of calm and waves.

There's a lazy river tube ride called Cross Country Creek that's just perfect to take the little one on when they're tired and need a gentle rocking to help them off to sleep.

Tyke's Peak is great for the toddlers and pre-school crowd. Even kids in the early frade school years will like it.

There are body slides, tube slides (both individual and whole-family), a chairlift and snack bars. You may not be able to spend the whole day there but you'll be so tired when you do leave that you won't want to go anywhere or do anything else.

Check on whether Blizzard Beach will be open during your stay-- I know it's closed in FEB when we're there. Have fun!
 
While I prefer the tropical theming of TL, BB has great tube and body slides. Teamboat Springs is a long family raft ride that's great. Each of the parks has a river to float in tubes in, and there are special areas for younger children in each. We usually spend from about 10 to 3 or 4, and then revive for a night at parks if they're open late, or maybe PI.
 

We did BB on our last trip. My dd was just 8 then. She is a fairly good swimmer. The nice thing about BB is that they have 3 different areas....one for the little kids, one for the preteen set and then the big stuff. My dd loved the middle stuff. We want to do TL on our next trip but will be returning to BB. It will be Aug so we'll need it, I'm sure. We also do the ParkHopperPlus passes that include the water-parks.
 
Definitely BB. They have a great pool that the kids and adults can play in and still be together. When we were there in Aug we spent a full day there. The kids hardly did any rides because they loved the preteen area. There was a lot ther to keep them busy but the parents could either go in with them or be close enough to keep an eye on them. I love BB
 
When we went in Sept. 2002 my DD 8 and DS 4 loved Typhoon Lagoon. We went around noon and stayed until it closed. They still talk about going back there. DD got to go to Blizzard Beach with DH also (DS was sick) and she still preferred TL. Have fun!
