For personal use I usually hit garage type sales for children's books but I'd like to donate to an organization that donates to kids in the NICU so their parents can read to them and they have to be new for the NICU. Any suggestions?

Ollie's Bargain Mart has a great selection of books. Not sure if they are in your area or not, though. Dollar Tree and Five Below have some good ones from time to time, too.
If you have access to a scholastic book club, I often find those to be pretty cheap. Of course, the cheap ones are paperback and you might want something more sturdy if lots of people are going to be using it.

Scholastic Warehouse has sales twice a year. Ant school volunteer or teacher can register and go.The first tine I went I got over $230 of books for $42. Second time wasn't as good but still some bargains. The start with pre-reader books and go up to adult books. Just google for scholastic warehouse sale and the info should be there if there is one in your area.

If you know a teacher or a student that participates you could order off their order. The books are cheaper than at stores and the teacher gets points towards free books.
Love the Scholastic Book Warehouse sales definitely an option.
Books a Million and Barnes and Noble in our area typically have a budget table. The Dollar Tree also has some hardback books for just a buck. I prefer the BAM options as there are usually more books to choose from.
