Best Resort/Pool for Toddler

Best is subjective, but we enjoyed GF and WL’s splash pads at that age.

I sometimes turn this question around and say which one is best for the parents. GF offers a lot of convenience for parents given the arrangement of their splash pad, pools (both zero entry), and pool dining options. In seat drink service doesn’t hurt either.
 

I look at pools in terms of how relaxing it is for the adults. If your child can sit in the sand for awhile and play then BC might be a great option. You can sit and relax while they play. Like a semi-beach day. If not we did like the Kidani splash pad. That area's slide might be too fast for a toddler but there are other things there. It is also isolated from the pool. Not a lot of kids running around. The Art of Animation main pool has a large splash pad. It is crowded. BC > Kidani > AOA in terms of pool experience for my wife and I.
We have not been to GF when it had a splash pad or to WL. Regardless of where we have gone the kids manage to have fun at that age.
