Does anyone know it you can call to make requests such location preferences when you have booked online? Also, can
you make payments on your balance by phone or do you have to wait to pay it off until you arrive?

Yes, you can make special requests through central reservations once you have booked online. No, you can't make payments. You can only pay upon arrival.
