They did something like that for the first Harry Potter area. When we went there, fairly soon after it opened, we were given 'tickets' to get into the Harry Potter area.
Once we were in there, we could stay as long as we wanted. It was still crowded, but not as bad as it could be.
Disney could do that by requiring a fast pass for either of the rides to get in.
