Best place to celebrate birthday for 30somthing year old mom?

I (along with the help of my aunt and grandmother) would like to take my mom to a special restaurant for her birthday. We've tried a lot of the restaraunts over the past years, but nothing REALLY stands out. Does anyone have any recommendations? Oh, and how much would a small cake for 4 people cost to have brought to the table?

I enjoyed Calif. Grill for my birthday in November. And, as far as the cake goes, we never ordered one but at Kona Cafe they brought a complementary dessert that 6 of us shared (that was a great meal, too, but the atmosphere wasn't very special occasion worthy)
