I have had a number of friends ask this question, and I always tell them the same thing. Great photos are based on the knowledge of the photographer. There is not an app in the world that will help if a person takes a poorly composed, out of focus, uninteresting snapshot.
It's not my intent to offend you, but IMHO you would be better off improving your knowledge regarding basic photography (i.e. understanding composition & lighting) versus trying to purchase an app. Google "tips for taking better photos with an iphone"...there are tons of articles out there. You do not have to be a professional photographer to understand the information presented in most of the articles. Here is one that may help:
In addition to the composition tips, snapseed mentioned is a good app for editing with selectable areas to adjust.
Camera Awesome by SmugMug is nice, it has a cool seperatable tap to focus and tap to expose, and has an "artsy" angled grid.
Pro HDR has agreat "manual" HDR function that lets you select the bright and dark areas to combine
Fotor is typically the app I like for photo editing.
iPhone 5 has a built-in HDR function that works pretty well. Look under the options for the camera. I leave it on since it usually gives a better photo than the standard one (it keeps both).
PS Express (from Adobe) can do some basic photo editing and it is free.
