Can anyone tell me if the hand dryers in the bathrooms are the "xcelerator" ones? My DD(3) is freaked out by them and refuses to go into a bathroom with those!

I can't remember ever seeing one of those... maybe in the new restrooms (fantasyland/Rapunzel themed ones at MK), but all I remember is regular old hot-air dryers, or paper towels.

Most are regular, but some are the jet engine ones (the one by Expedition Everest comes to mind). There are even a few Dyson AirBlades around (ex: American Adventure).

There isn't a "standard" hand dryer at WDW so there isn't one blanket answer to the question. Some have air driers, some don't. Some of the air driers are the old kind that leave you wiping your hands on your pants afterward. Some are the excelerate models. However, all the rest rooms that I can recall also have paper towels to dry your hands.

At selected restrooms in DAK, yes.
Those, specifically.

I've always figured it was because of so many guests getting -S O A K E D- on Kali River Rapids
and needing a way to dry off quicker.

It seems like others have answered your questions. My 3yo son is the same way and he is terrified of those hand dryers. At least for us this issue was not as big of a deal as I had feared. The restrooms are really loud all of the time, so an individual toilet flushing or hand drier running isn't that much louder than the general noise level which really seemed to help my son. Also each bathroom that we were in also had paper towels so there was no need for him to use the hand driers. At first I had him wear hearing protection when we went into the bathrooms, but found that he wasn't upset by the overall noise level as much as unexpected changes in volume.

I know that each child is different, but hopefully your DS will find that the driers don't bother her as much at WDW as home. Sending a little pixie dust your way to enjoy your vacation.
